
Rob McClatchey, Managing Director – Infrastructure, Barclays Private Equity
Robert McClatchey joined Barclays Capital in 1992 from KPMG where he qualified as a chartered accountant in 1990 and became an Associate of the Institute of Taxation in 1991. He is currently Managing Director of Barclays Private Equity (“BPE”), and a founder member of BPE’s Infrastructure business with Chris Elliott.
Before joining BPE in August 1996 he worked for four years in BZW's Corporate Finance Division in London, where he specialised in refinancings and flotations. Within BZW Corporate Finance, he also gained significant experience of the electricity and waste sectors with clients in the UK and overseas.
In Barclays Private Equity he has made primarily and infrastructure investments including the investment in Prime, the establishment of the University Partnership Programme business, the Alert Communications investment with the Ministry of Defence, schools investments, the formation of a community hospital joint venture, the development of BPE’s NHS LIFT business and the private sector PFI investment in Swan Infrastructure. Of the 110 or so infrastructure investments made by BPE since 1996, he has led or participated in over 50 of them.

BPE Infrastructure has been active and dedicated to infrastructure investing since 1997, when the first PFI investment in the Dartford and Gravesham PFI Hospital project was made. Since then, five infrastructure funds have been raised with total funds under management in excess of £1bn and investments in over 170 further Project Companies have been made in a range of different infrastructure projects at different stages in their development.
The depth and range of investments has provided BPE Infrastructure with an investment track record across many infrastructure sectors, and BPE Infrastructure has gained extensive experience in bidding, closing, management and value extraction in respect of PFI investments.
BPE Infrastructure is an active manager of the investments it makes and the funds managed have a track record of high returns and substantial cash generation over a sustained period. The mechanisms used for realisations and partial realisations have included individual and grouped refinancings by way of bank/bond debt, sales of single investments and portfolios to trade/financial investors, and fund restructurings.
BPE Infrastructure has a team of fourteen investment executives who are focused on infrastructure investment and management. The combined infrastructure investment experience of the team amounts to over 110 years. The team includes executives with experience in equity investment in infrastructure, working for Government in developing infrastructure, running infrastructure companies, advising both public and private sectors on the implementation of infrastructure investments, lending to infrastructure investments and the construction of infrastructure projects.
