
François BERGERE ,49, has a diversified professional experience in the fields of management, project finance and infrastructure as Senior auditor at the Cour des comptes (France’s national audit office), member of external audit teams for multilateral organisation (UNDP,WMO,UNHCR,OECD...);he worked as administrative and financial corporate manager, then managing director of technical subsidiaries of the Caisse des Dépôts Group in Energy and Environment from 1989 to 1997 and manager of multinational Investment funds in infrastructures in Southeast Asia and Europe from 1997 to 2002. In April 2005, he joined the “Mission d’Appui aux PPP” (PPP task force) with the French ministry of Finance, as Secretary General.
He is a graduate of HEC (French top business school) and Ecole Nationale d’Administration (ENA) and holds a Master of economics from University of Paris I-Sorbonne.
MAPPP
The “Mission d’appui aux PPP” is the dedicated Government unit in charge of PPP:
An administrative service (Public ownership) and a Central unit (national coverage), it is attached to the Ministry of Finances. It is a light structure with less than 10 staff members, set-up in May 2005 with a cross-sectoral scope for the whole public sphere (except Defense).
It has been assigned a three-fold mission on Contrats de partenariat:
- Information & Promotion
- Support to implementation (assistance to public procuring authorities in preparation & negotiation of PPP
- Validation of Preliminary assessment (required for State-sponsored projects only)
