Philip R. Weems, Head of Global Energy Practice & Managing Partner of Middle East offices, King & Spalding



Philip R. Weems is head of King & Spalding's Global Energy Practice and managing partner of the firm's Middle East offices.  He specializes in energy transactions with a concentration on gas matters, upstream transactions and energy maritime issues. 

Mr. Weems has received recognition in Chambers Global's World's Leading Lawyers 2008 and in International Who's Who of Oil & Gas Lawyers 2007 (top 12 "Most Highly Regarded Individuals - Global"). Prior to joining King & Spalding, he was Senior Counsel for Atlantic Richfield in Jakarta, serving as lead attorney for the Tangguh LNG Project from 1997-1999. 

During 1996-1997, he was responsible for the legal aspects of ARCO's operations in the Middle East and Southern Africa.  From 1990-1996, Mr. Weems was Associate General Counsel of Virginia Indonesia Company (the major supplier of natural gas to the Bontang LNG Plant), based in Jakarta.

Mr. Weems received his J.D. from Texas Tech School of Law (1982), a Master of Laws from the University of Sydney, Australia (1984) and a Certificate of Advanced Study (1989) from Thunderbird, The American Graduate School of International Management. 

From 1999 to 2005 Mr. Weems served on the board of the Association of International Petroleum Negotiators (AIPN).
